The discharge and treatment of wastewater is regulated by the U.S. Environmental Protection Agency under the Clean Water Act. Through this act, the National Pollutant Discharge Elimination System (NPDES) issues permits to wastewater discharges and treatment facilities. Regulations for the NPDES include discharge limits, monitoring and reporting requirements and if necessary, special measures for harmful pollutants.
